Paxton Trust Announces the Arc of Loudoun Will Leave Paxton Campus

June 20, 2025 - Loudoun County, VA — The Paxton Trust today announced that mediation with the Arc of Loudoun has concluded without a new agreement. The Arc’s lease to use the Paxton Campus expired on August 31, 2024. The Arc elected not to renew the lease on terms suggested by Paxton and has no right to continue to operate at the Paxton Campus.
After 16 years of partnership and more than $9 million in financial support from the Trust, the Arc’s leadership has rejected all of the Trust’s offers to extend the lease and integrate the Arc’s services into its new Mosaic Campus. The Arc has advised the Trust that they will be leaving the Campus, but has provided no timetable for doing so. Without a lease in place, the Arc has been asked to vacate the Paxton Campus at the end of the current school year this summer.
“For the past 16 years, we’ve been proud to support the Arc of Loudoun with both financial resources and heartfelt advocacy,” said Mary Louise Leipheimer, Trustee for the Paxton Trust. “We truly believe in the mission of the Arc. But we also recognize that the needs facing the parents and children of Loudoun County and the surrounding areas are growing rapidly. We have a vision and a plan for an expanded campus that will serve more children and families.”
The Arc has operated on the Paxton Campus rent free since the original lease was signed in 2008. In 2021, the Arc unconditionally agreed that its lease would end on August 31, 2024. Since that time, the Trust has made numerous offers to extend the Arc’s lease, all of which have been rejected.
“With the Arc’s rejection of all our offers, we have to move forward with our plans to serve the community without the Arc,” said Mrs. Leipheimer. “We have a vision of a fully utilized campus that serves children and families from all areas of need and further helps share cooperative resources and provide a more robust foundation of opportunity to thrive, for all we serve.”
The Trust remains committed to ensuring continuity of care and support for local families and addressing the growing needs for specialized care in Loudoun County. The top priority for the Mosaic Campus is to increase the number of children served on this 16 acre resource.
The Trust’s plans for the Mosaic Campus divide the property into quadrants to host two anchor tenants and several smaller tenants, all of which will have compatible missions and programs. The Trust will eventually renovate its Victorian-era buildings—some of which are currently vacant and in disrepair—to create spaces for meetings and collaborations, fundraising events, volunteer workshops and incubators for established and start-up non-profit entities.
